If you own both a PS3 and PS4, I think you can buy PS3 and upgrade it. But you have to log in on the PS3 once before you can upgrade it.
It's not a tough fight.
The only thing that used to be really really hard on PS3 was Twintania divebombs, but after patches even that's not so bad.

I would really appreciate this being implemented in 2.2. As someone who's maxed out daily reputation/job/class levels, it will be nice to having something grindy to work on after all the 2.2 content...

Staggered reset would be a good idea. It would also prevent the current phenomenon where the players who CAN play on Monday blast through all the content and then are bored all week.
I was going to post about the OP being wrong, but I actually think that the pulse moving with casting time would be a good fix.
The platinum trophy was awarded at 4:30 EST (about 50 minutes from the time of this follow-up post). I'm not sure what prompted it, but the situation appears to have been resolved.
