You do not balance a class based on the easy parts of the content. The solo open world content is very very easy, to the point that healers can do it all as well.

Classes are not balanced based on solo content in the world, they're balanced based on their PvE capabilities in the raids.

When a class is too high, and you keep buffing, then you jsut make the content quicker and easier. You should be ready for a RDM nerf, as will NINs.
