I think both players AND FCs should be able to own one. Why not?
(The lack of conversion is really silly though. You lose quite some money only to convert it to an FC house or normal. It's crazy...

I owned houses (large, mid, small), and I still DON'T see any point in having NOT instanced zones. (Not on my current server, but the previous one.)
Server resources? Quit joking around....
