Unfortunately that is how it works. Both EB partners have to pay for the same level package. I personally think it's a little shady, but asking $40 upfront for it would likely scare people away from...

Didn't know Malboro was under creation restrictions. I personally play about 7PM CST to 11PM CST weeknights. Weekends is sporadic.
