Main story stuck: The Company You Keep (Immortal Flames)

I am unable to complete this quest because the IF Personnel Officer is missing. Everyone I have chatted with says he should be right behind the deck next to the quartermaster, but he is not.

Time: 5:22am 8/26/2013 but the issue started on the 24th.
Frequency: All the time.
World name: Gilgamesh
Character name: Ocirus Aybara
NPC name: IF Personnel Officer
Monster name: N/A
Class/Level: Lancer/22
Party or solo: Solo
In-game time: Not sure
Area and coordinates: Hall of Flames (see screen shot above)
Steps:
1. Received quest.
2. Travled by Chocobo Porter to Ul'Dah. Unable to find IF PO.
3. Asked others talking to an empty location if he was missing. They were able to talk to him and complete the quest.

Also, I wanted to note that I put in a "Ask a Question" in game on the 24th but have not heard anything back. Does anyone know if that is supposed to work like a ticket submission?

He probably has the dreaded 3102?

I have the same issue a little further in the story it sucks because I have submitted tickets and still not even able to get a "Call GM" button to even show up

I am having a similar problem in Gridania as conjurer. I did manage to get a reply from the support desk, only to be told to come post on the forums, which i hard already done. good luck.

Yep I got that today as well. :( At this point I'd just start over but Gilgamesh is still not taking new characters.

Must be nice to be able to play!

Just wanted to let you know it's been a week now. No change and no response.

Hey good news. This is fixed. Not sure how but he was there today. And i was able to move on. Please close this ticket or w/e you do with them. :)
