Steps:
1. Using any type of healing HP my caracter doesn't heal
2. Even if party member tries to heal, it doesn't work
3. Caracter only heal when resting
4. After typing command "/blckaid off" and getting the message that blockaid is off, still can't heal my caracter

Just out of curiosity are you using Accursed Belt? Reports saying this belt has hidden effect of curse therefor not allowing you to be cured. Not sure if stops hp by resting or not though.

I mean, its a Haste+7% Belt you can AH, Did anyone stop to think, "Why is it only like 500k?". If its too good to be true theres probably a reason :P
