At the moment a Gjallar BRD /w AF3+2 hands ends up with march+4, this leads to:
96/1024 (Victory March Cap) + 4*16/1024(+4 March) = 160/1024
64/1024 (Advancing March Cap) + 4*16/1024(+4 March) = 128/1024
Haste Spell = 150/1024
438/1024 = ~42.8% Haste (About 1% shy of the magic cap)
Add in 25% from gear and 10% from Hasso = ~77.8% total
This means LR ends up adding about ~2.2% Haste, which of course is fairly substantial at a high level of attack speed. (~11% increase in paper, but keep in mind this doesn't mean 11% extra damage since many other delay factors are involved in real life scenarios. Engaging, WS, JA all add delay independent of your attack delay.)
The obvious counterargument is that most players don't have the luxury of a Gjallar BRD singing them beautiful marches all the time, and you're right. This is true, and for that, this is a fairly big boost for the DRK community as a whole. The average DRK will gain a fairly noticeable increase in normal buff situations. (Although following SE's trend, a March+3 instrument seems due out this next update, so any well geared BRD is going to have luxury of +4 marches.)
I don't think it's wrong for some people to be upset that these adjustments, while nice, help players in low-buff/poor support situations, and have less effect for players in high-buff/good support situations.
An upgrade is an upgrade, and I don't think anyone can dispute that.
Either way, we still need a BRD to cap our haste, regardless of how we handle the rest of it. Doesn't matter if we have 1 BRD or a parade of them. We need at least 1.
