Allow Omen Scales be deliverable to same account characters (Kin Fu Kyou Gin Kei)

Job paragon cards had been allowed to be delivered to characters on the same account.
A while ago, Relic armor job shards/voids were initially undeliverable to same account characters but were later changed to allow that. Omen Caturae Scales are also AF upgrade materials that should of had a same treatment and changed to allow delivery to same account characters. Please consider this change

Just bumping the thread. Please do consider adjustments on Omen Boss Scales to be deliverable to same-account characters. Job Paragon cards upgrade both stages of +2 and +3 AF and are deliverable to same-account characters, but Omen Scales are not (and still aren't) deliverable despite being used to upgrade to +3. When Dynamis Divergence was first released, Job Shards and Void slot pieces were not deliverable but eventually was changed to that. But now when you compare +3 upgrade materials between Omen Scales and Void armor pieces, Void pieces are deliverable but Omen Scales are not but they both upgrade their respective +3 Job armor.
