Steps:
1. I went to goldfish scoop for the Sunbreeze festival in East Sarutabaruta. After equipping the bowl and scoops I went into the water and hit Fish in the menu. I got a pole fishing animation with the Lu Shang +1 instead of the scooping animation. I did not have the pole or bait equipped nor did I have them in my inventory.
2. I typed /fish instead of using Fish in the menu. Did not work.
3. I unequipped and re-equipped the bowl and scoops. Did not work.
4. I zoned and came back and talked to the npc Kesha Shopehllok and bought a few more scoops. Did not work.
5. I went to the other 3 locations. Did not work.
6. I shutdown the game and logged back in. Did not work.
7. At 3:15 AM a player named Gamio began scooping next to me in Raboa. He was getting the normal scooping animation.

I figured it out. I accidentally lockstyled the pole.
