Steps: I am currently doing Chains of Promathia mission 4 - 3 and have been killing the Fomor in Sacrarium to get the necessary item 'Coral Crest Key'. I have killed around 200 of them with my 99 thief who has treasure hunter 9 and have not had any drop. I have made to attempts over 2 days. all other possible drops from these monsters have dropped multiple times. I have read that the drop rate for this item is around 5--7% so it would appear there is an issue.

That sounds a lot like you have it already. Do an /itemsearch for it to make sure you don't have one somewhere in inv.
Just in case you don't know how, type: /itemsearch "Coral Crest Key"
