Quickdraw recast job point bonus not giving full 10s (only 5s)

1. Gain 550 Job Points bonus on Corsair. I am at master JP bonus (2100)
2. Equip Blood Mask, Mirke Wardecors (both Augmented with "Quick Draw" ability delay -5"), have 5/5 in Group 1 Merit Quick Draw Recast (-10 Seconds)
3. Use Quick Draw.

Expected Result: 30 second recast on Quick Draw
Actual Result: 35 Second Recast on Quick Draw.

I notice this bug was also reported in 2015, but is still in "accepted bugs"

*edit*. Also found this bug causes a secondary issue. When attempting to do 2x quickdraw shots in quick succession (with 2 charges ready), and -30s QD gear/merits/JP, the 2nd charge is forced to wait 5s delay before it can be fired. So you can not longer fire 2 shots quickly.

While I can't find official confirmation, there does seem to be a cap to QD recast in that it can go no lower than 35 seconds, were you using both Crimson/Blood Mask and Wirde...err whatever those feet are called? If so you can drop one of those for one that utilises stats to benefit QD strength.

That's what he's saying you can't get it lower than 35 seconds, so you may as well not bother using one of those pieces, or change two merits.
