Just no. Its made for Bonanza for a reason.
A small example would be, there are 1400-1500 billionares in our real world, now imagine if everyone could become a billionaire? Is that okay? What would happen to the balance?
The shield has completely ruined market balance for crafting because it bumps certain recipes up into a higher HQ tier, and suddenly people who have the shield can spend 1/10th what they were previously to make the same profit. Which means they can undercut everyone else, and now no one but shield owners can sell anything profitably.
I'd like to know how many of these shields actually exist on any given server. Also, you must realize the consequences of what you're asking? By making everyone have one, you'll go from "These (1-2) people are crashing the price a little bit because they can afford to undercut" to "The market is flooded, none are selling, and its an under-cutting war between everyone" killing the market once and for all right? If two people can make them easier, they have an advantage, if everyone can make them easier, Supply will drastically outweigh demand and you get yourself a dead, fiercely undercut dog eat dog market, or no one would bother crafting them anymore because their profit margins bit the dust. Not to mention, with the crafters trying to HQ now with them being easier, the demand for the materials will go up and the pricing on materials will follow suit, making them more expensive to craft, and less profitable to sell because everyones doing it.
So we have an economy where a few people could make them more easily, if RNGesus is kind, allowing there to be a supply of slightly cheaper Abjuration HQ's... or we can have an economy where everyone can make them easier and sh*t hits the fan within a week and you're building a fort out of your unsold Abjuration HQ's. I mean, hell, I'd personally love 5mil HQ Cursed gear, but I dont think SE loves that idea... Also, I don't see any Abjuration markets dropping any faster than they normally would once the "New item" smell wears off and all the Gillionaires bought theirs for 50mil over their value.
So short story here is your request would impact the market even more devastatingly than it current, allegedly, is, literally destroying it... especially if what you allege here about just a handful of them doing to the market, is true. There's a reason this is an incredibly rare item... and its precisely because of the value you see in it.

You just don't get it. An item should not completely throw out balance and screw over the rest of the population on the server and making crafting completely unviable because now people can't compete.
You can get RME, D Rings, etc, without having to win a bonanza. If they make the shield an item obtainable via an RME-difficult process, well and good. The current problem is that it's made crafting for many servers, not just people, but entire servers a futile endeavor, since they can be undercut so majorly they'll be unable to make a profit on anything a person with a shield wants to make on the high end.
This Shield has to be the biggest mistake SE has ever done on FFXI. It has completely ruined 60% of the marked for most and given billions in gil in easy profit to a few selected (lucky) crafters. SE need to either remove this shield completely or make it available for other crafters too. Both actions will have consequenses but it MUST be done very soon.
They should add a RME difficulty quest to get the shield. Keep it difficult/time consuming to get, but have it obtainable.
