Cannot Progress in San d'oria Mission 9-1

I currently have Both Key figure of Titan and Key Figure of Garuda, but i cannot pop the NM in the Batallia Downs.

The only message I'm getting from the ???:

• "Someone has buried something here".

It off to the right of the entrance cross from rock.

Of the two ??? available from the area, I was targeting the one nearest the stone monument.

Thats the wrong ??? I think.

I have tried both, but nothing happens.

Did you do it in the right order? You can't do the 3 locations in any order, you have to do them in the order:

1) Cape Terrigan
2) Xarcabard
3) Batallia Downs.

I have re-visited the areas in order, that did no good.

Also how long did you try to do it? There's some sort of minimum time between spawns which can happen since everyone is suddenly doing missions for the CP bonus.

I left that mission pending on the list for years. Then this monday I tried finishing it.

But of the 2 times I visited the area, no one was there. The tree NM was up as well for both visits.
