But don't you need to do all coalition assignments to get the bronze and silver mattocks? I would think if that were a problem I wouldn't have the 2 mattock key items either.

If they're in your completed list you'll be fine, I don't know how many quests do it but there is definitely some that will disappear from your quest list when you have done the objectives but haven't collected the rewards.

Also my list didn't include them but the mog garden quests need to be done too.

Well I double checked all those quests. Those check out. I even did a few not on your list (Mistress of Ceremonies and its prerequisite, as well as the new quest in the quest line with the hospital).
Double checked on coalition assignments. Those are all done too.
I'm not sure I'm all the way through on Mog Garden stuff. Trinket for the Tyrant was the last one I did. I have the items to do Hypnotic Hospitality but I think I have to wait a few more days to do that. What are the quests are in that line?

Hypnotic Hospitality you get the Hoe, the one after it is Titillating Tomes, where you get the Straw Hat and is the last of the mog garden quests.

People have checked, the fame cap was set to 5, and they haven't lifted it. I often wonder if they forgot.

I finally got this a few days ago. After I did all the stuff I previously mentioned and talked to my Moogle in my Mog Garden, I flagged the quest "Hypnotic Hospitality". When I finished that, I talked to the mithra NPC in the library who gave the previous imprimatur key items (Rega or Reja I think). I talked to her twice. First time she gave me some kinetic units. Second time she gave me the Silver Shovel Cordon.
