Make it so that combat/magic skillups aren't impossible to get when using ilvl gear

So I've been leveling mules the last few months and I've noticed that while leveling up and hitting mobs that I would get insane skillup rates when my weapons were severely underleveled, but when I hit 99 and put on eminent gear and attack Adoulin mobs that the skillups are nonexistant. If this could be fixed that would be rad.

Just continue to use underleveled weapon with Sakura/Moogle trust and only use either Combat or Magic skill gain rate gear from Sparks NPC for that category that you are skilling, put non-iLv gear on in other slots. Works for me just fine.
For magic skilling, go to Kamihr Drifts and just spam spells on the Reive walls, etc.. Capped skills quite fast using that method, but that's just my opinion. I support the idea, but it's not really needed. Just got to be patient and explore for a location that works for what you want to skill.
