mission 2-3 Journey to Windurst

I cannot complete mission 2-3, I have all the key items I have the Dark Key I've studied several online guides and sought help from link shell mates, I cannot enter the burning circle. Just to make sure I did everything I was supposed to I created another character and was able to enter just fine. Please help, I've done everything talked to everyone collected all the key items but I cannot progress any further.

Steps:
1.obtained mythril sand returned to Metalworks and traded
it to Savae E Paleade.
2.Went to Windurst to the San d'Orian embassy and talked to Mourices
and Forine. Went to Heavens Tower talked to Kupipi and recieved the key
item Dark Key.
3.Went to Giddeus to Balga's Dais, cannot enter Balga's Dais
have tried with several jobs the highest being lvl 55 the lowest was in the
40s.
