Why make the 99 JSE capes only EX?
It was much better Rare/EX, can it please be brought back to Rare/EX?

They made them Ex so that people can get multiple capes during Incursion and keep whichever ones they like.

Also, in case you're asking this because you're confused about how the game works... if you're carrying a R/Ex item and the same item is selected to drop to you again, you simply do not get an item. It doesn't re-roll for you. So you can't affect the drop rate of capes you don't have by holding all the other ones. It used to be the case that you could do this for R/Ex items, but people abused it to force D-rings, Homam pieces, and BC50 rings, so SE eventually changed it.

No but really, its as Byrth said, they just changed it because now you can get Augmented version from Incursion. On the plus side, since you can trade them in 3 to 1, you can get duplicates to trade in now too
