I imagine any gear will use it... The ZNM gear uses it, and I know the ones in Abyssea (Chariots) use Diffusion Ray.
Though the best place to learn them will almost certainly be Salvage.

There are already things that require ToAU completion or close to it. Odin, Alexander, etc. I have no problem with that.
Nor do I have a problem needing to unlock areas where mobs are in order to learn spells from them. Notice you never saw a post from me asking the devs to remove temporal shift as a voidwatch proc because it was in sea and I didn't feel like unlocking sea. I just lived with it.
If I had to finish TOAU to reforge my AF3, yes you could expect a rage post. What I was always against is unnaturally tying current content to old content. Heck, I was even willing to concede it was reasonable to limit AF reforging until appropriate COP completion because formerly you could not upgrade AF without that either. But since I could upgrade relic to +2 without COP involvement it was completely ludicrous to lock reforged relic behind it.
I know people like to take everything out of context and argue "slippery slope" or "just mail everyone a mythic" even when someone has a valid point... but that doesn't make the misrepresentations of the arguments true. I wish folks could just disagree with a viewpoint without taking it to extremes or losing their minds. Oh well.

I reckon that if I had a full day free I could get ToAU finished from the start and still have time free to do CoP afterwards. Especially if you already have all of the VW warps, runic portals and Battlefield HPs.
Take it easy folks; you can unlock sinker drill, restoral, rail cannon, and diffusion ray (from NM chariots) in Abyssea-Uleguerand.
