Since it is almost impossible to get ISP from normal exping at level 99 now, and besieged only happens once a day, could you adjust the levels of the mobs that were added during the level 85 cap to give exp that's comparable to mobs that are in Adoulin areas like Cirdas?

That's kind of a bad way to get imperial standing. Besieged is much quicker. 5000 imperial standing per level 8 besieged. You can also turn in Archaic Mirrors for 1000 IS. You can use copper vouchers as well for 1000.

I agree OP, certainly wouldn't hurt to have some parts of ares that are not used have their level bought up.
