2) if you read my post you'd have noticed how this would not make any currently existing issue worse. If you don't like yells, filter them. If you're worried about more spam, as I pointed out, they can adjust the cooldown as necessary to control it.

I have an update in regards to this request.
We’ve been looking into expanding the areas for the /yell feature; however, there have been some high hurdles to overcome related to server stress. However, we’re currently exploring options to revamp this feature so that it doesn’t place as much stress on the server so we can expand the areas further. I’ll be sure to follow-up on this once there is some progress.

With server populations as low as they are, and the slim chance the numbers are ever going to rise significantly, you guys still have no overhead to work with?
Can you describe the server stress in detail? I support 15,000 servers in two datacenters with some services having as high as 50,000+ QPS and back-end Oracle/mysql DBs with 500k+ QPS. I'm sure there are some worth while host/patches/OS migrations that might prove to give you a significant performance benefits.
Edit: I really think if you make available some of the pain points, I would be willing to help with any of the spaghetti code in literally any language, including performance optimizations and functional changes.

It's highly unlikely they can connect the reps directly to the NOC staff. and they aren't going to take the advice of some random guy on the forums for something as sensitive as network coding and database management, regardless of the qualifications you claim to have. That's not intended as an attack on you, just a fact of the situation. If you applied for a job with SE with the credentials you claim, you could probably get a job with them and then do the work they need of someone with such talents.
Also, some of the server stress issues may not be current, immediate issues, but would rather become issues if there was a sudden influx of users or everyone on the server suddenly decided to start using the feature at the same time. They have to design the system with the maximum potential users in mind, even if we never actually have that number.

Have you at least considered expanding to a few areas? Like maybe the pankraton Colosseum (so people could play pankraton again without missing shouts) and maybe just one zone of each of the starter cities (say Bastok Mines, Windurst Woods, and South Sandoria? really I just know I'd like it in the mines as a Bastokian)
