I am having the same issue, all other summons work fine but Naja gives me the "command error" message... I am horribly disapointed I was so looking forward to have Nanaa, Mihli and Naja out...
I'd assume it has something to do with the new Trusts being released in the upcoming Version Update. But because login campaign 8 started before the update, we were able to learn the spell associated with her unimplemented character/magic/whatever you wanna call it.
I can call her just fine.
PS the irony is, that word around the web is you're likely getting an error because of a windower add-on. Kudos on that.

She works fine for me too. Very fine. She even uses her job abilities, which is more than most other trusts do.

Says it's that unofficial software causing it. Run the game normally and it will work.
I don't want to go into much detail because it would suck for a helpful post to be deleted, but there just might be a super simple solution for this issue towards the end of that BG Trust thread.
Well, to be fair, it's actually a localization issue. Naja's name in English is "Naja Salaheem " in the .dats with a trailing whitespace just like that. If you log in to FFXI and attempt to cast this spell on an english client:
/ma "Naja Salaheem" <me>
It will likely fail.
If you attempt to cast:
/ma "Naja Salaheem " <me>
It will likely work.
Either way, everything is fixed now.
