WoE unlock quest

Did a WoE weapon under the new requirements and finished/handed into Kupofried tells me weapon is unlocked and finished, Weaponskill Victory Smite is not available. I have all the pre-quest requirements done on Voidwatch, WoTG and everything else listed.
