Steps:

Step 1 - Equip an Ebisu Rod, and a Giant Shell Bug and proceed to fish.
Step 2 - You will always get the message You didn't catch anything. - I attempted this for a solid 20 minutes thinking I had bad luck but I think it's safe to assume Ebisu Rod cannot catch this fish at this point.
Step 3 - Equiped a Lu Shang's Fishing rod that I had in my satchel and couldn't fish it up still.
Step 4 - Unable to fish up with Willow rod either.... idk what to do /:

Rods have nothing to do with bites just the bait.

Anyways I assume by map 4 you mean the one labeled map 4 on ffxiclopedia? Different sites will number them differently but for reference that is the pool is on the way to coffer key mobs and has leeches in it. If so that is the wrong pool. You want that is map 2 on ffxiclopedia or the one in the basement that has oozes in it.
