Step 1: go to map npc in this case Ludwig.
Step 2: Talk to Ludwig who used to carry the maps for the 4 main cities regions, bibiki bay, and Li'Telor Region.
Step 3: Have no maps available to be bought despite having neither bibiki bay nor Li'Telor Region maps.
Step 4: Try the new map npcs and still not have it available

Isn't Li'Telor a Zilart region and not basegame?
And try clicking the option "back one page" or something like that.
I didn't see any new maps after the update until I did that.

Yes it is which is why I went first to the npc that had it before. I only went to the new one in case somehow they had put it onto that one on accident. Instead the map is just currently ungettable. And yes I went forward and back
