What does;

I assume it means, Double the rate of skill up?

Is this the correct understanding of said event?

I'm more concerned about the times it will be active.

PST : 3:00 a.m. to 5:00 a.m. / 12:00 p.m. to 2:00 p.m. / 7:00 p.m. to 9:00 p.m.
GMT : 3:00 a.m. to 5:00 a.m. / 11:00 p.m. to 1:00 p.m. / 8:00 p.m. to 10:00 p.m.

None of those match up.

It's 8 hours away PST > GMT
