I didnt see the $19.99 price promoted anywhere only upon log in and at check out like in the screenshot.
I inquired during the live stream tonight but everyone says the "glitch" was the price.... I hope they bring the discount back!

you registered the code to your character in the account management thing? I believe once you do that you can go talk to the festive moogle and get it, least thats how i remember doin it.
