Aipaloovik (Notorious Monster)

Hi,

I want to fight the NM Aipaloovik but I'm not having any luck finding information on his spawn conditions. I've fished on that barge sooo many times. Maybe I'm using the wrong rod/bait, any suggestions?

This is some of the only information that I've found, but I don't know how to read Japanese, anyone wanna make my day and translate:
