Based on that theory, the 5th is Cid in the Sunbreeze outfit, or Maat. Whichever is more terrifying.

While the idea of them all being in 'drag', I see them more as the heroines' cheerleaders or something along those lines as seen in the screen-shot.

Looks like the Red Haired one in the past for Bastok, Klara or whatever. Then again, the weapon looks like the lame club, so possible.
