Since you only want to know what is absolute best, I will answer you.
It varies depending on weapon, but Ukonvasara is best so we will cover that first. To start with I will say it's not worth 5 hitting Ukon, and for the following 2 TP sets you use AF3+2 hands when Restraint is active, and Phorcys when it is not, unless you are under 92%~ hit rate, at which time you use Avant+1 gloves instead of Phorcys.

This is the absolute best TP set you can use unless your accuracy is below 92%~ Once you dip below 92%~ accuracy on a mob you switch to this set:

If your accuracy is still suffering, you can swap Warriors Orb for Fire bomblet, Atheling mantle for Attacker's mantle, Ravager's earring for Ghillie earring+1 for another 21 accuracy when necessary.
For these 2 sets to work you need to augment Valkyrie breastplate with +3% Triple attack, and the Armada Hauberk needs to have Store TP 5 or 6, and Double attack +3%.
For Ukkos Fury inside Abyssea you will use:

Hecatomb leggings+1 need to be augmented with Critical hit rate +4%, Hecatomb hands+1 need to have Critical hit damage +4%. Moonshade earring should have TP bonus +25, and Attack +4.
For Ukkos Fury outside Abyssea you will use:

This set, unless you're fighting really weak mobs, at which point you use Hecatomb gloves+1 with Critical hit damage +4%. You also make this gloves switch when Blood rage, Savagery (the merit ability from Warcry), or Champions drink (in Voidwatch this is a temp item) is currently active.
Moonshade earring should have TP bonus +25, and Attack +4.
These 2 sets assume the 3% Weapon skill damage on Ogiers pants does not carry over to all hits on weapons skills. If it carries over,
or if you need more accuracy in your set, you use Ogiers pants, unless you
know the 8 STR on Avant+1 gives you 2 fSTR, and 4 WSC and you do not need the accuracy. After that you switch Windbuffet belt for Thunder belt or you should can use AF3+2 mask, which should also be switched in if attack is capped. After all 3 of those switches, if you still need accuracy, you should use this set, and that's all the better it can get:

Raging rush is most likely going to be exactly the same as the above Ukkos fury sets, but you should only be using that inside Abyssea and only if you don't have an Ukonvasara.
Now for Bravura, and other axes.
Bravura and other axes are a bit different then Ukonvasara, because they have slightly higher delay, and you will be using Upheaval, which is 4 hits, not 2. Using a 4 hit WS you can basically count 2 of the 3 extra 1 TP hits as +1 TP for your hit build, and be pretty safe as long as you're capping or coming close to capping accuracy.

Things to point out: Drachenhorn can maybe pull ahead if attack is not capped in the uncapped attack set, Phorcys body will win if the Weapon skill damage +7% carries over to all hits, and a second Terrsoul ring will be better than Spiral ring if you do not gain 1 fSTR from spiral. Kirins Osode needs 3% Critical hit damage only to beat Valkyrie Breastplate in capped attack situations, any Double attack you get on it is just a bonus.
Other WS's are not really useful and should not be used.
The only exceptions would be if you have Conqueror or are using Bravura and Metatron to keep a capped DT/Haste build to tank with on Warrior, which would look something like this:

This set will cap haste, and -physical damage taken, provided the dark ring has at least -5% physical, and give at least -43% magic damage taken. I'm sure there's better way to do this, but meh, this should be close enough, I don't have a Bravura so I'm not positive on this set.
Your Metatron Torment set will basically be exactly the same as the Outside Abyssea Ukkos Fury set:

Except you would use Hecatomb boots+1 augmented with 4 STR and some ATT or Great axe skill, and a 4 STR earring. This is also the set you should use for King's Justice if you have a Conqueror.
For Conqueror TP set you would use the 5 Hit Bravura set up, but dump rose strap for pole grip, use King's Justice to maintain 300 TP aftermath, and spam Upheaval while Aftermath is up. If you are not constantly fighting things, or are not able to maintain 300 TP aftermath, you should be using Bravura or Ukonvasara instead.

For all listed TP sets, Rancor collar is best, as it is +6 Accuracy, and +5% Critical hit rate with capped Tonberry hate, but it is also +10% damage taken. If you cannot deal with +10% damage taken, the alternatives are Nefarious collar (3% Critical hit rate) if you do not need accuracy, or Agasaya's Collar (8 Acc 8 Att) if you do need accuracy. There's also Portus Collar (3% DA) that comes from the new Stronger version of Diabolos in Dynamis Tavnazia, it is a pretty good swap in piece for when you can't use Rancor collar as well. Which of these 3 will win for damage output is highly dependent on what other gear you're using, and what you are fighting, so I will make no claims beyond the accuracy requirement.
