Moogles Law: When in need of that last seal for your Empyrean armor, the NM will repeatedly drop every seal BUT what you need. The more difficult it is to farm the items/KIs to pop the NM, the less of a chance there is of you actually getting that last seal. You will continue to get the seal with the lowest drop rate.

I haven't always needed to change my job while in Valkurm dunes, but when i did, there were no nomad moogles in Selbina.
