You forgot to mention that when under the effect of marches you want to drop the body in favor of something else as you are delay capped before you even put on the chain-mail in that case.
It's also good to not that AF3+2 body is better if your acc is not capped. And that ninja chainmail is 5% dual wield, while mextli harness is 3%, and as for the AF2+2 body, we can all hope for 5% or more, but we'll see what it ends up being.

Get Mextli if you can. Better overall bonus for NIN if accuracy is not capped - not to mention if you are tanking & full-timing Yonin. You lose 2% dual wield for +17 acc, not to mention the extra katana skill (paired with hope torque) will put you into the next base dmg tier.
Pitty it's just so damn ugly.
If you can't, then yes use Chainmail.
