When applying for the Test Application, an error saying I do not have the characters.

Details:
So as I am applying for the test server application, I am reading and rereading the requirements I need to just apply to join the test server.

-You are playing the Windows version of FINAL FANTASY XI. <--- Yes
-You are able to log in to the FINAL FANTASY XI Official Forum. <--- Yes
-The character has at least one job over level 90. <----- Yes x7
-You have purchased and registered all released expansion packs, add-on scenarios, and battle area add-ons;

Now, it would be one thing to be outright denied, I can accept that. What I can't figure out is why it says this:
" You do not have any characters which meet the Admission. "

I am inquiring as to why it's telling me that I don't have a level 90 character when I clearly do. Can anyone please enlighten me on this?
I really do want to try out the new content, I even went so far as to download and install the Test Server already.

Steps:
Went to http://forum.square-enix.com/ffxi/threads/13713-Regarding-the-FINAL-FANTASY-XI-Test-Server?p=181796#post181796 through the dev tracker.

Clicked the hyperlink which lead me to http://forum.square-enix.com/ffxi/applicationform.php.

I saw that there is still plenty of room left to go to the server, so I apply.

When I accept the terms and conditions (read the whole thing too), I am then directed to the webpage http://forum.square-enix.com/ffxi/applicationform.php?do=application#next
Which left me with the error that I don't have any characters that meet the requirements.

Same problem. All expansions registered, plenty of jobs at 90, already transferred POL ID to my SE account, Windows 7 and still getting "You do not have any characters which meet the Admission.".

EDIT: Logged out and logged back in and that fixed it.

I logged out, logged in for about... 20 minutes...
oh well, now i'm in and its good.

I waited for days and logged out many times and still get this message.
Is there anyone that can help?

Had the same problem, logging out from the top of the website and then logging back in and going back to the test registration seemed to work for me.
