If they want to do AA fights, then there is no reason why they wouldn't have the KI ready to go upon invite. I do agree however that all KIs being lost after one go is pretty annoying.

I don't think even Pre-NA release, RDM had H2H skill (This is when we had C-Marksmanship). However, the level cap was at level 50. My best assumption is RDM/MNK must've been a thing back then.

They "burn through it" because anything pre-abyssea is a barren wasteland and not worth your time. Level 99 has all the content.
Abyssea isn't hard either. Though I will admit it becomes a chore...
Keep in mind getting rid of LCF would also rid of the artificial accuracy bonuses that monsters get when they're a higher level than you. So this would actually benefit evasion tanks as well.
