The entire point of this restriction is to keep Mages from /SAM to Seigan+TE for protection since they tend to be holding staves anyways. So removing it on subjob just kinda defeats the entire point.

Perhaps a JA that enhances Threnodies into adding an enfeeble based on their elements.
Example: Ice Threnody is Fire Based. So is Addle. Enhanced Ice Threnody Addles the target.
Remove RDM (and WHM) from the Magian Staves. Add Affinity Swords (and Clubs). Problem Solved.

NMs are not going to wait around to pop during Blunt. Timed NMs pop when they want and if you're competing, you grab it when you can, and not always during blunt.
