BUG when trying to reforge COR AF from base AF to 109

I am having an issue when trying to reforge COR Base AF to 109, Monisette keeps taking the CH. of Rem's Tales, and not upgrading the armor. I've tried the Head/Body and Feet (I bought the Legs/Hands +1 with Deeds of Heroism) and have since completed the rest of the base AF Quests thinking that may have been the issue, I have +2/3 BRD AF, I was able to reforge THF Head from Base AF to 109 today so I know that's not Blocked, and all quests/unlocks have been completed

It gets really, REALLY, REALLY RRRRRREEEEEAAAAAALLLLLLYYYYYY old seeing the same thing over and over and over and over and over and over and over.
