Unable to unity warp to Vidmapire

Steps:
Set unity target Vidmapire, some in party were able to use unity npc to warp to Alzadaal Undersea Ruins, while others could not. Even with Vidmapire set as only unity target some in party could not get the option to warp to Alzadaal Undersea Ruins, from the level 125 choices nor was "currently accepted area shown"(when Vidmapire was only unity target set in quests)

We thought first those that didn't have the option to warp to Alzadaal Undersea Ruins had outstanding Nyzul Isle assault tags open, we checked and this was not the case. Even after defeating Vidmapire those that did not have the option to warp to Alzadaal Undersea Ruins continued to not receive the option to warp there.

4 or 5 of us had no option to warp there. We had to take warp in White Gate then walk to the pop. Is there some kind of requirement to have this warp?

I think you have to have captain. Before I got captain on my mule she couldn't warp there but once I did it showed up.
