Chains of Promathia 7-4 NM Won't Spawn

Originally tried solo, also invited one other into a party and same issue.

??? on top of a log at I-9 in Carpenters' Landing

Steps:
1: Spawned the NM in Misareaux Coast by clicking the ??? at E-7.
2: Killed NM and clicked the ??? again for a cut scene.
3: Spawned the NM in Bibiki Bay by clicking the ??? at F-6.
4: Killed NM and clicked the ??? again for a cut scene.
5: Tried to click the ??? at I-9 in Carpenters' Landing to spawn NM.
6: ??? Says "Now is not the time for that!"

Since point six, I have tried the following:
1: Zone
2: Logout
3: Check files for errors
4: Talk to Cid (Says I have to bring back Louverance from Carpenters' Landing and Shikaree Z from Bibiki Bay).
5: Went back to Misareaux Coast and Bibiki Bay to check ??? again.
6: Can no longer spawn anything from them anymore.
7: Tried ??? in Carpenters' Landing again.
8: Still says "Now is not the time for that!"
9: Complete uninstall of game.
10: Re-install overnight and tried the ??? in Capenter's Landing again.
11: Still says "Now is not the time for that!"

Edit: Another person in my linkshell is stuck with the same problem.

Did you make sure that there are no other ??? in I-9 also did you walk from Jugner Forest to Carpenters' Landing some times you need to do this even with all the warp points now in the game

Checked for other ??? in I-9. I even made sure to click any ??? in the surrounding area to make sure.

My path was taking a book port to Jugner Forest, followed by walking to Carpenters' Landing.
