Not getting CS for RoV Mission Emissary from the Seas

Unable to get a Cut Scene from Selbina or Mhaura for Emissary from the Seas upon zoning or entering Selbina or Mhaura. Zone in from crystal or Dunes does not seem to matter. Add-ons/Rhapsodies of Vana'diel mission log indicates current mission is Emissary from the Seas. I was able to get Cut Scenese before this mission. Due to the nature of this defect I am unable to continue my missions in Rov.

Expected:
Upon zoning into Selbina or Mharura CS per Emissary from the Seas

Actual:
Zoning into Selbina or Mhaura no Cut Scene at all happen
