Bugi Soden / Kodachi of Trials

So, I go to start the quest, I have no other WS quests active. and Ryoma will not give me the quest.

I have completed all the NIN AF quests just to be sure.

Anyone have any idea on whats going on?

Just to go through the usual check list:
1.) Are you talking to him as a Ninja
2.) Are you level 72+
3.) Is your base Katana Skill 250+ (Merits and Gear not included toward count)
4.) Even though you said you don't have another open, always good to check again for the other WS Trial quest.
